MAVIS Project Coordinator - Kansas Coalition Against Sexual and Domestic Violence Position: Maternal Anti-Violence Innovation and Sharing (MAVIS) Project Coordinator

Responsible To: Director of Advocacy Primary Responsibility: To carry out the goals and objectives of a collaborative project to ensure both perinatal health care providers and domestic violence and sexual assault service providers are equipped with the appropriate tools, skills, and community resources to consistently and adequately screen, educate, and refer pregnant and postpartum women for domestic violence, sexual assault, and behavioral health needs including Perinatal Mood and Anxiety Disorders (PMADS) and substance use disorders.

Specific duties: 

• Coordinate and work closely with the Kansas Department of Health and Environment (KDHE)
• Become familiar with research and resources on best practices in domestic violence and sexual assault screening, intervention, and referrals for perinatal health care providers
• Use evidence-based Universal Education intervention tools to customize for use in Kansas with focus on target populations
• Provide training and technical assistance on screening, education, and intervention models and tools to identify and respond to domestic violence and sexual assault to birthing facilities and other perinatal health care providers
• Increase collaboration and referrals between perinatal healthcare providers and domestic and sexual violence programs resulting in coordinated care and support services for pregnant and postpartum women
• Assist with the development and execution of Memorandums of Understanding (MOUs) between perinatal care providers and domestic violence and sexual assault services providers, ensuring that all Violence Against Women Act (VAWA) confidentiality provisions are followed
• Develop sample documents and polices that reflect best practices for Perinatal Mood and Anxiety Disorders (PMADs) and domestic violence and sexual assault response and care protocols to be used as templates
• Participate in select statewide committees related to domestic violence, sexual violence, maternal health, perinatal mental health, suicide, and/or substance use as assigned
• Assist with other KCSDV duties as assigned.

Employment Status: Full-time (36 hours/wk), non-exempt (hourly) Please note that this is a grant-funded position, and the project is scheduled to end September 30, 2026. Continuation of the position is subject to the availability of continued grant funding. Salary: $47,000. Ability to work in a team environment. Demonstrated ability to maintain confidentiality. Ability to travel and have means of own transportation. Must be able to lift and carry 20-30 lbs. Request for Proposal (RFP) for Training Curriculum and Policy Contractor - Kansas Coalition Against Sexual and Domestic Violence Position: Training Curriculum and Policy Contractor

Issue Date: May 5th, 2025 Proposal Due Date: May 25th, 2025 Contract Dates: July 2025 through December 2025 1. Introduction The Kansas Coalition Against Sexual and Domestic Violence (KCSDV) is seeking a contractor to execute the completion of a project that will support trauma-informed prosecution practices in cases of domestic violence, sexual violence, dating violence, or stalking in Kansas. 2. Background  KCSDV is a state-level, nonprofit organization located in Topeka, Kansas. KCSDV’s mission is to prevent and eliminate sexual and domestic violence, dating violence and stalking. As an organization, KCSDV trains professionals working in an array of disciplines across the state of Kansas, collaborates on public policy with partners and lawmakers, and increases awareness about sexual and domestic violence, dating violence and stalking. The 2022 reauthorization of the federal Violence Against Women Act (VAWA), requires that a prosecutor’s office must certify they are planning, developing, and implementing requirements to be eligible to receive grant funds under S.T.O.P. VAWA. Those requirements include:

• Complete training developed by experts in the field regarding victim-centered approaches to domestic violence, sexual assault, dating violence, and stalking cases.
• Adopt policies that support a victim-centered approach, informed by the training, and
• Follow a protocol outlining alternative practices and procedures for material witness petitions and bench warrants that shall be exhausted before employing the material witness petitions and bench warrants to obtain victim-witness testimony in the investigation, prosecution, and trial of a crime related to domestic violence, sexual assault, dating violence and stalking of the victim, to prevent further victimization and trauma to the victim.

The consultant, in collaboration with project partners, will create a “toolkit” called the VAWA certification toolkit (referred to hereafter as the “toolkit”) to support Kansas prosecutors who seeking to meet the VAWA requirements. 3. Scope of Work The selected consultant will be responsible for the following tasks: Training Curriculum Development (Output) Create and develop training curriculum and materials to be included in a digital toolkit, in consultation KCSDV staff, grant project partners, and stakeholders:

• The curriculum and materials must meet the specified criteria required for Prosecutor’s Offices who wish to be eligible to receive S.T.O.P. funding as described in the federal Violence Against Women Act (VAWA).
• The curriculum and materials must include at least:
  • A completed PowerPoint presentation file, which meets the approval standards outlined in the grant, and uses KCSDV branding and accessibility standards, which will be provided to the contractor.
  • A training facilitator’s guide with notes and instructions for anyone who may be facilitating the training, including descriptions of training exercises, links to media, and citations for sources that were used in the creation of the material.
• All materials must use or apply research, evidence-based practices, or information from credible subject-matter experts.

Model Policy and Procedures Development (Output)

• Create model policies and protocols that meet the standards described in VAWA 2022, in consultation with KCSDV staff, project partners, including the City of Topeka, City Attorney’s office, and other subject matter experts.
• The model policies and procedures must at least include:
  • Template language for the policy
  • Template language for protocols and procedures recommended to be used in conjunction with the policy
  • A list of supporting resources, documents, and citations to be provided as a supplement to the policy and procedures.

Activities for Coordination of Project Completion

• Coordinate and attend at least 4 meetings or work sessions with KCSDV project staff, project partners, and other stakeholders for the purpose of completing the project outputs listed above.
• Attend at least one national training course that supports the development of the project outputs listed above, if grant funding allows.
• Research and review materials, documents, or background information that is relevant to the completion of the project outputs.
• Complete consultation by phone, virtually, or in person with technical assistance providers that have subject-matter expertise to ensure the accuracy and relevance of the project outputs.
• Deliver the output products (digital files of the completed materials) by December 1st, 2025, so that KCSDV can distribute them according to the grant requirements.
• Participate in wrap-up meetings or activities, to facilitate the completion of the grant project.

4. Budget and Travel

• The total budget for this project is $39,000, excluding travel expenses for a conference. Contractor rates cannot exceed the maximum hourly rate as allowed by the federal government ($81.25/hr.).
• Travel expenses will be reimbursed for attendance at a national conference, if approved by the funder, not to exceed $1700.
• All other travel and business-related expenses should be factored into the hourly contractor rate, including expenses for local travel, equipment (i.e. computer, phone), software (Zoom, Microsoft 365 or PowerPoint), or other materials as needed.
• The consultant will be contracted as an independent contractor and shall not be considered an employee of KCSDV. As a contractor for KCSDV, the consultant shall agree to follow all conditions that are outlined in the grant, which are available upon request.

5. Proposal Requirements Proposals should include the following information:

1. Cover Letter or Intro Email: An introduction to the consultant or consulting firm, including relevant experience.
2. A work plan: This should include a proposed timeline and approach for the project, including an estimate of how many hours will be needed for each component of the project.
3. Budget details: This should include the consultant’s hourly rate and estimate of the hours, not to exceed the total project cost.
4. References: Contact information for up to three references or client testimonials.

5. Evaluation Criteria Proposals will be evaluated based on:

• Relevant experience and qualifications
• The feasibility and effectiveness of the proposed approach
• References and feedback from past clients

The selection process may include a review of written proposals and/or interviews with prospective candidates conducted by KCSDV. KCSDV will coordinate interviews, as necessary. 7.
