Utilizing a Community High-Risk Team and Lethality Assessment to Address Intimate Partner Violence – Dodge City, KS

Audience: This training is a learning opportunity for a multidisciplinary audience; corrections, judges, mental health, law enforcement, prosecutors, victim advocates (system and community-based),  and other professionals who work with victims of domestic violence.

Description

Domestic violence continues to threaten Kansas communities’ health and safety. To address these serious concerns, a toolkit was developed on Utilizing a Community High-Risk Team and Lethality Assessment to Address Intimate Partner Violence. This training will provide an overview of the toolkit designed to guide community partners through developing and implementing high-risk teams utilizing lethality assessment protocols to enhance the criminal justice response to high-risk offenders and increase support and safety for victims of intimate partner violence.

Participants will be able to:

• Understand the benefits and components of the high-risk team framework.
• Understand the implementation process for a High-Risk Team and a Lethality Assessment.
• Understand the importance of informed consent.
• Identify technical assistance resources available for implementation.

Patrol Sergeant
Newton Police Department

Brandon Deck is a nine-year law enforcement veteran at the Newton Police Department. He currently works as a patrol sergeant, but previously served as a detective and patrol officer. As a detective, he worked under a Violence Against Women Act grant through the Office on Violence Against Women targeting domestic violence, stalking, and sexual assault crimes. In 2020, he developed a strangulation supplement and associated curriculum created to advance strangulation investigations and response techniques. Sergeant Deck worked collectively with area advocates, prosecutors, and law enforcement to teach and implement best practices in domestic violence investigations, evidence-based prosecution, and collaborative accountability for offenders. Since 2021, he has served as the chair for Advisory Council on Domestic and Sexual Violence Response Subcommittee.

Kansas Coalition Against Sexual and Domestic Violence

Angie Swart is the Criminal Justice Projects Manager at Kansas Coalition Against Sexual and Domestic Violence (KCSDV). Before joining KCSDV in 2021, she worked for 18 years at a domestic violence shelter in Arizona, where she worked as a strategic leader implementing best practices to optimize growth and support enduring change. In 2018 she took the lead with all the logistics required to become the nation’s first Certified Trauma Informed domestic violence organization. At KCSDV, she works to prevent and eliminate sexual and domestic violence through a statewide network of programs that provide support and safety for all victims of sexual and domestic violence and stalking. Her current role is focused on reducing domestic violence homicides in Kansas.
